Beliefs that project funding, 3rd party contracts, and centralized decision authority can not be changed is a myth. These practices enable management control while alternatives are regularly discussed to enable more flexibility and better decision making with less control overhead. Removing traditional control practices and "decision latency" enables the people to be more focused on value added work but takes credibility of predictable delivery execution before these controls will be lifted.
